NACPM is excited to share our 2025 State Policy Report — a detailed accounting of the state bills and regulatory efforts NACPM supported last year.
Some resulted in clear wins, others in partial progress, and some in hard lessons. All of them reflect our commitment to advancing policy that center community-base care, informed choice, and the professional integrity of CPMs.
This report outlines what NACPM believes is required for effective, ethical midwifery legislation:
Scope that reflects actual practice
Regulatory structures that protect the public without criminalizing care
Pathways that support sustainability rather than exclusion
It also documents how legislation is actually passed, never through as a single moment of victory or defeat but, rather, years of coalition-building, compromise, vigilance, relationship-based advocacy, good timing, and a little luck.
Thank you to the state leaders, CPMs, consumers, and allies whose wisdom and persistence make this work possible!
